So 28.80 is fixed amount and remaining amount depends on number of CCF of water used.

We need to calculate maximum number of CCF, so that his bill should not be more than 60.

Lets assume  maximum  number of CCF  which can be used while maintaining the limit of bill as 60 = "x"  

So bill for the month = fixed amount + "x" multiplied by price of 1 CCF  

60 = 24.80 + 2.20(x)

60 = 24.80 + 2.20 x

On Solving above equation for x

60 – 24.80 = 2.20x

2.20x = 35.2  

x = \frac{35.2}{2.20} = 16

Hence Jake can consume maximum of 16 CCF of water so that his monthly bill will not be more than 60 units of price.
