This condition is known as pulmonary hypertension which commonly occurs when the left side of the heart stops functioning or it fails. The blood not pumped by the left heart is pumped back into the lungs thereby increasing the blood pressure. The heart do not get time to relax in this conditions due to continuous pumping back and fro.
