Between May and September 1787, there was a convention to oversee the drafting of the US Constitution. Some rules were set up to guide the activities of the delegates during this period, one of which was the "rule of secrecy".

Every member of the convention was made to take an oath of secrecy and agree that nothing discussed during the Constitutional convention would be communicated or printed outside the house.

This was important to protect the general public from misleading and incomplete information as the convention was still ongoing and discussions had not been finalized.
