The second Congress managed the colonial war effort, and moved slowly towards independence, adopting the United States Declaration of Independence on July 4, 1776. By raising armies, directing strategy, appointing diplomats, and making formal treaties, the Congress acted as the de facto national government of what became the United States.[1] With the ratification of the Articles of Confederation in 1781, the Congress became known as the Congress of the Confederation.

If it gets the necessary votes and is passed by the Senate, it will then be passed to the House of Representatives for the same process to executed. After both Houses pass it, it is submitted to the President's bureau in order to get the approval and signature from the President and be turned into a Law.
