Scapegoating occurs when a person is singled out or a group of people for unworthy blame and as a result they get mistreated.

It may be against a person when they are blamed by another to have done something they didn't do "he took my pen because he was sitting at my desk"

or it may be as single person against a group of people for example "I didn't perform well because our teachers don't teach well"

or groups against individuals for example "we lost the game because of Sam"

In order for someone to escape their own actions and consequences which has nothing to do with anyone in particular they will always try to find someone to put a blame on.
