President John Adams created the United States Department of the Navy "<span>D)to expand the United States' control over territorial waters". The US needed ships to protect US shipping overseas and to protect its coastline. </span>
Hoover's response to the Great Depression was the Smoot-Hawley tariff which rose tariffs on over 20,000 products. This measure led to retaliation from foreign countries especially from Europe and they rose their own tariffs on their American imports, the American economy was hit back and it explains why Hoover's policy failed.
Hoover was nicknamed "Do nothing" by the Democrats, they blamed him for sticking to Laissez faire economics, but this accusation was wrong as he pushed for more state intervention which eventually failed.

Houston was soon citing the need for military action against Mexico, and in 1835 was appointed major general of the Texas army. Houston made peace with the Indians of the region so the Texians could focus on their push for Independence without distraction. Soon he would organize the Republic of Texas's first army.
