The regions that wanted to have higher prices for public land are the North and the South, since in those places there are some of the largest regions that have public land. Besides, several factors are necessary to be taken into account for knowing which are the regions with the highest prices of public land, such as; the size of the property or land, where it is located, because  the price wil also depend on the location and if it is in a popular neighborhood or not.

Shi Huangdi was the emperor of the Qin Dynasty, and his name means "first emperor". He was a fierce ruler, and he believed in the principles of legalism, which meant that people were naturally bad and needed to be controlled. Therefore, he ordered book burnings about books that rejected the ideals of legalism, anybody caught hiding books was killed, and he even buried scholars that disagreed with him alive. Shi Huangdi believed in good protection for his empire, and even ordered the construction of the Great Wall Of China to protect his empire from the Huns.
