It is the function of the respiratory system to deliver oxygen to the alveoli, where it crosses into the circulatory system, entering red blood cells, and is transported throughout the body. "More" oxygen can be delivered by increasing ventilation, that is, by increased breathing rate, or the volume of each breath. That puts more oxygen at that interface. The Circulatory system can increase the oxygen delivery by increasing heart rate: more blood is pumped through, and so more red blood cells are exposed to the available oxygen.
