The military reconstruction plan of the Radical Republicans that divided up the South into five zones was controlled by the union generals.

The postwar Radical Republicans were inspired by three main factors:

1. Revenge: they wanted to punish the South because they caused the war.

2. Political concerns: Radicals wanted to keep the Republican party in complete power

3. Concern for the free men: A few thought that the federal government played a part in the transition from slavery to freedom.
