In his First Inaugural Address to the Nation in 1993, President Bill Clinton stated that the United States are dealing with problems that come from abroad with no clear division between what is international and what is domestic. The four world problems that he stated as example were: World Economy, World Environment, World AIDS crisis and the World arms race.
