2. Each state has 2 senators.

3. Since larger states and smaller states have the same number of senators, there’s a clear benefit to representing a smaller state. Think about the 9 million people that live in New York that are represented by two senators. Then think about how the 1 million people that live in Maine who are also represented by two senators. The senators that represent larger states have much more stress than the smaller states do.

California was to enter the Union as two states. The northern one would be a "free" state called California and the southern one would be a territory which was to immediately become a “slave” state to be called Colorado. Californians were outraged that the federal government could overrule the decision of a state.
