That expression can be simplified by combining like terms.
Like terms are terms that have the same variable(s) and the same exponent(s).
The like terms are 7x and 9x.

You can combine like terms by adding the coefficients (the number in front of the exponent) together and then tacking on the variable at  the end.
7x + 9x = 16x

Add 16x back to the term that can't be combined (-8y), and the simplified expression is 16x - 8y

The comma should be placed between the first use of recycling and people. The subordinate clause is "when talking about recycling". This is a clause because of the word "when". When makes the reader wonder when what? The main clause is "people don't seem to consider the recycling of clothing."

One naight, on my way home from school my bus broke down as we came to a village, so the bus driver got us a sub bus while we stayed in the tavern with this lady named Esmeralda who fed us mac and cheese. Soon after the sun had completely set and we realized the bus wasn't coming, so the bus driver arranged for us to stay at the Hotel across the street from the tavern. The next day at around noon, the bus had finally arrived, but by that time we'd missed half the school day. Instead of making us go back to school in the same clothes we wore yesterday, the principal granted us all schoolleave to go home early for the day... but the bus broke down again.
