An individual's view changes from being interpersonal racism to institutional racism when he or she begins expressing racism in institutional practices; this includes expressing racism in social groups that support or enforce racism.

Interpersonal racism, which is basically racist actions fueled by stereotypes and racist tropes, is enforced by institutional racism. An example of Institutional racism is governmental policies and rules that reflect a negative attitude towards a race; this includes things such as the Jim Crow laws which segregated African Americans and White people.

Institutional racism occurs when you have the power to enact a policy that is against people who have no distinguishing characteristic to be hated other than their race. In other words you belong to a group where you have the power to influence their behavior. When you do, that action becomes institutional racism.

Interpersonal racism is just sitting on your front porch talking to someone about how you hate __________. You don't intend to do anything more than just talk. But where does it cross over? It crosses over when what you say influences others to act.

Any social act is helpless without people who take what they hear seriously and do something about it.
