Colonies were founded with charters which granted them certain lands and endowed them with a local government, such as a royal governor or a corporate counsel. Landowners would elect offers to represent them locally. The colonies were far away, there was no way for Britain to oversee all.
The social costs were less to the confederacy because they hand less deaths than the union. the union had more deaths and wounded in every category than the confederacy.
