The direction of surface waters are highly influenced by prevailing winds than deep waters. This is because surface waters are at the interphase with the atmosphere and are therefore dragged along into the direction of the prevailing winds. The deeper into the ocean you get the less the influence of the winds and the more the influence of the Coriolis effect. This difference causes Ekman transport in the oceans.
