The Confederacy didn't want to use African Americans and other slaves as soldiers because it feared rebellion.
So they resorted to using only their people, the natives so as to avoid any needless confrontations.
Absolute anarchy.
Laws are what regulate a society, and without those rules and regulations to assist and guide a community, citizens will decide what they want. Essentially, it would be like The Purge - constant death and fear and the need to hide from those you typically would be able to walk by without worry.
