this question may have several answers, the priorities for the software corporation if they want to make a system that is easier to understand the need a good interface designer, also the program itself must be accessible enough for everyone, so the company needs a good software engineer, and maybe a group of testers to test the program and give feedback in possible complications that the experts can't see (but that may affect the use for a normal person). Those are the minimal things needed for simplifying software, of course, there are people specialized in these tasks (Meaning that the company may contract only one person that makes a good interface and has enough programing knowledge to fix the software).
