The National Constituent Assembly wanted to create a Constitutional Monarchy. One of the major complaints of the of the French people with the monarchy was the unchecked power. The King and Royal family could operate however they wanted. They were "above the law". This aggravated the people. Many were extremely poor and starving. They couldn't afford the simple basics like bread and milk to feed their children and yet the Royal family lived in lavish luxury and were demanding more and more taxes.
The government the national constituent assembly wanted is a
constitutional monarchy. But the national constituent assembly couldn’t decide alone
the political future of the nation and destruction of royal despotism. Though the
permanent achievement of national constituent assembly is that they abolished French
provinces and established equal 83 sized departments named after mountains,
rivers and other geographical features.
The Sixteenth Amendment to the Constitution, ratified in 1913, was written to allow Congress to tax income without the hobbling apportionment requirement.
