He realized that the presidios were not really functioning the way they needed to. They were wasting a lot of money and they were not seeing the results they wanted to. The efforts to convert the Native Americans were failing. I think that one of the biggest problems is that they were wasting a lot of money on the presidios that were not functioning the way they were supposed to because that was just wasted money that could have been spent on other things.
