This is a right angle triangle. If it is not, then there is no way to do the problem. the right angle is across from the 19. 

Formula
a^2 + b^2 = c^2

Givens
a = 17
c = 19

Sub and solve
17^2 + b^2 = 19^2
289 + b^2 = 361  Subtract 289 from both sides.
b^2 = 361 - 289
b^2 = 72              Take the square root of both sides.
b = sqrt(72)          Factor 72
b = sqrt(6 * 6 * 2)  Take 6 outside the root sign.
b = 6*sqrt(2)

This is one possible answer b = 6*sqrt(2)
The other is a decimal          b = 6 * 1.414 = 8.485

The student is not entirely correct. If the student said "the sum, difference, and product of two integers are always integers", then they would be fully correct. I left out "quotient".

Dividing two integers doesn't always lead to an integer result. For example, 10/7 = 1.43 approximately.
