President Bush wanted to resolve the massive Federal deficit inherited from the Reagan administration by cutting Federal spending.

George Walker Bush is an American politician and businessman who served as the 43rd president of the United States from 2001 to 2009.Prior,he had  served as the 46th governor of Texas from 1995 to 2000.  

Federal deficit is the amount by which US government spending is greater than the money it receives from taxes in a particular year .
