The reason why both English and Spanish must be spoken is because, in an English-speaking country, it is necessary to be able to carry out any activity, where people live or work with English speakers, and as Latin Americans already speak Spanish for their families, then the English language is required to work, live, communicate.   
   C) They want to train their children to live in other countries.
People recognize that even in countries where English is not the official language, if you intend to travel or study abroad, English is the preferred language to communicate; in addition many important schools are in English speaking countries, like United States and England; in Asia, Europe and Africa, speaking English allows you to communicate equally.
