Hogg laws came as result of the laws made by the then Governor of Texas James Stephen "Big Jim" Hogg. Jim Hogg was the 20th Governor of Texas.

During his second term, he advocate for a good rail systems and to stop the Railroad Commission from issuing watered stocks, and under his administration, the legislature passed a law allowing the Railroad Commission to fix rates based on fair valuation and to stop many of the practices the railroad companies had used to manipulate stocks. This law helped them to be fully equipped to fight the power of the railroads commission

He was also involved in the law that deals with the regulations ownership which will regulate alien land ownership, under his administration legislature passed the Perpetuities and Corporation Land Law, which required private corporations to sell all land they had held for speculative purposes within 15 years.

One of his laws deals with the regulations of the issuance of county and municipal bonds, a law was later pass requiring

the communities which issued bonds should also have a plan to collect sufficient taxes to pay the interest.

He also supported the railways creation in which he permitted the legislature in 1894 to create the Railroad Commission.

It is important because if we did not have democratic elections, then we would end up like a communist country where there is one kind of authority and that could corrupt the government (which most do, i.e. Hitler, Stalin, Mussolini)

Those three represents three empires in the history of humanity that united under one ruler huge areas, that extended between continents and different countries throughout the Earth.

(b) Which rulers of dynasties, governments, kings, or emperors united large areas under one rule? Give at least three examples. 

As for the Roman Empire, it was Julio Cesar who united the brought the Empire at the peak of its power. In the case of Alexander Magnus, it was him that took the Macedonian and Greek power outsider their border governing a huge area of territories. As for the Mongolian Empire, the principal ruler and conqueror was Genghis Khan, which united the tribes and extended the influnce of its country to new reaches.

(c) What are some strategies or practices rulers have used to unify diverse people in their empires under one rule? Cite at least three strategies or practices and mention some rulers or governments that used each of those strategies.

The principal strategy in the Roman Empire was divide and conquer. They divided the enemy army into small pieces and then defeat each of them separately. Alexander Magnus used a strategy that trapped the enemy army inside a pincer. Genghis Khan often </span><span>resorted to inciting internal revolt among the enemy supporters.</span>
