<span>As regards the structure of the text, it seems like a monologue. It should be more concise and straight to the point. There is also a lot of repetition of words, which make it more confusing for the reader. I might be a good idea to clarify concepts and to add some stops for the reader to follow it soothly. </span>
I'd say that the theme of the verse is vengeance.
Odysseus killed Poseidon's (Neptune's) son Polyphemus, the cyclops, and that is why Neptune is trying his best to kill Odysseus while he is at sea - however, he is failing to do so because Odysseus has protection from other gods.
