Market-based economies have come to be the dominant system for the production and distribution  of goods and services. The power of markets stems from their decentralized nature. One of the advantages of economies of scale is the possibility of forming reliable and efficient distribution networks. The forces of self-interest, competition, and the balancing of supply and demand all exert stabilizing influences on prices in the market. They suggest the concept of an efficient market, defined follows: An efficient market is one in which prices always fully reflect available information, a market’s ability to communicate economic information via trade.

In 1854, an uproar regarding the question of slavery in the territories challenged the relative calm after the Compromise of 1850. Northern farmers wanted the federal government to survey the land west of Iowa and Missouri and put it up for sale. Many in the South were growing resentful of the Missouri Compromises, which established the 36° 30' parallel as the geographical boundary of slavery. Democratic leaders sought to bind these disparate ideologies together. The Kansas-Nebraska bill created two territories: Kansas, directly west of Missouri; and Nebraska, West of Iowa. The act applied the principle of popular sovereignty, which would allow slavery to be allowed in both territories

The first reason is their size. They are very small and are very difficult to see. Special technology needed to be developed in order to observe them and their behavior and reach the conclusion that they were in fact infectious agents that could cause diseases. This wasn't possible before because the microscopes weren't as well developed.

Another is that they have a very long incubation period. This means that if you have them, a long time will pass before they start harming you which meant that many people believed them to be harmless since they couldn't track their behavior over a longer time period, also due to the lack of good technology.
