He bought 4 packs of dog treat.

number of packs of dog treat he bought = 4 packs

He gave out 4 treat to his neighbor's dog

Treat given to his neighbor's dog = 4 treats

He was left with 24 treat after given his neighbor's dog 4 treat. Altogether the treats was  24 + 4 = 28 treats

The number of dog treat in each pack is 28/4 = 7 in each pack.

Altogether he has 28 treats, that means when you divide the numbers of dog treats(28) with the number of packs he bought you can get the number of dog treats present in each pack.
