They believed that government was an agreement between the governed and the government in a social contract.
None fit perfectly but it seems like the best option here is mutually beneficial

One reason is because the republicans feared immigrants who would support the Federalists future elections.
Another reason is that the Antifederalists wanted to gain more members so they passed the act in order to welcome those entering the country.

I assume this postulates a state statute. A decision upholding the constitutionality of a federal statute might or might not bode well for an equivalent state statute. Some federal laws are within the exclusive province of the federal government, so states may not legislate about the same subject under any circumstances, such as most matters of foreign relations and national defense. There are also categories of law that Congress may choose to make exclusively federal. The Copyright Act of 1976 did that for copyright law, which previously allowed scope for complementary state law.

Mostly due to the ideas of Manifest Destiny. They started going westwards with the desire to span the United States from coast to coast, and then they started going worldwide. The idea behind it is that the United States were destined to help the world become free and democratic like they were so they started helping people worldwide in rebellions against colonialism or in similar affairs.
