It asked Europeans to create their own plan for rebuilding Europe, indicating the United States would then fund this plan.

The Marshall Plan distributed around $44 billion to European nations (which excludes Spain) England received around $13 billion of that total and they repaid all of the money to the US.

But to avoid antagonizing the Soviet Union, Marshall announced that the purpose of sending aid to Western Europe was completely humanitarian, and even offered aid to the communist states in the east.
