I think the answer is capsule. It is a protective outside layer of a bacteria that also carries diseases. The capsule has components which prevent itself from being engulfed by a phagocyte, cell that protects a body.It also contains water that prevents the bacteria from drying itself. The capsule is made of a polysaccharide.
