The answer is a.  it was a racial segregation policy.  This was similar to the situation that Black Americans were subjected to in the Deep South. In the case of South Africa, many of Africans there were segregated and denied many rights by the White minority.  As a result many countries broke diplomatic relations with them for many years.  It was only when apartheid was abolished that South Africa was able to reestablish relations with other countries.
