Washington was persuaded to attend the constitutional convention and subsequently was unanimously elected as its president ......Washington had to be convinced even to attend the convention .after the war of independence ,Washington retired to mount Vernon ,planning to return to life as a country squire

It means that the federal government should apply only what is written in the Constitution and in the way that it is written. There would be no searching for hidden meanings or anything similar.
