Temperature inversion is when the normal behaviour of the temperature is reversed. This normally occurs in the region of the atmosphere nearest to the Earth's surface, also known as the troposphere. What normally occurs is that a layer of warm air is trapped near the ground by a colder upper layer.

More importantly, though, areas with heavy pollution are prone to unhealthy air and an increase in smog when an inversion is present because they trap pollutants at ground level instead of circulating them away.
