Since a patrician is part of the upper level of society they have more rights then the plebeian, if the plebeian commits a crime they will have less rights. So a patrician will probably be treated fairly and the plebeian will be treated less fairly than a patrician.
It seems as though as long as USA interests are left alone, nothing much would be done. Or if foreign involvement is bothering US interest then action will be taken as a last resort.
