No because it is two incomplete clauses joined together by a comma. The clause "always in motion and chattering too" does not have a subject, while the clause "the younger toddler" does not have a verb.

No because if you read it and say Always In Motion and chattering too....... the younger toddler. It doesnt make sense. You could of just kept it at always chattering and in motion.
