Is "Always in motion and chattering too, the younger toddler" a sentence or not?

No because it is two incomplete clauses joined together by a comma. The clause "always in motion and chattering too" does not have a subject, while the clause "the younger toddler" does not have a verb.

No because if you read it and say Always In Motion and chattering too....... the younger toddler. It doesnt make sense. You could of just kept it at always chattering and in motion.

Now Matt was Jethro's father, a person who didnt want much fighting, He infact forgave the killer of her daughter. He also got a heart attack which made him to transfer his duties to his son Jethro.

The decision that question statement is mentioning is related to Jethro who decided to join war. This would not make his father happy becasue he was not fond of wars and also there were now responsibilities on Jethro

He interrupts himself, adding details in a hurried way, which is represented by the phrases enclosed by the dashes. Therefore, we can say the author structures these sentence in this way to show Usher's shortness of breath and rushed speech.</u>
