x=-18

2x+28-4/9x=4/9x-4/9x
2x+28-4/9x=0
2x+28-4/9x-28=0-28
2x-4/9x=-28
18/9x-4/9x=-28
14/9x=-28 ...multiply both sides by reciprocal of 14/9 to isolate x
9/14(14/9x)=(9/14)-28
x=-252/14
x=-18
