A bill is introduced into the House of Representatives, where is it worked on by a committee (or, if additional work is needed, by a subcommittee too, which then returns it to the committee)  and subsequently voted on, and  approved, it is passed to the Senate, where it is voted on again. If it is approved by both, it is sent to the president, and if he (or she) signs it, it becomes a law.

Answer: They are considered to be enlightened despots because they still ruled absolutely, but they did implement many things that came from the west and was a part of the enlightenment philosophy. They were like benevolent dictators, they did what they wanted but it was usually a good thing for the people.
