BRAIN STORMING! My whole life all my teacher's told me brain storming should take the longest. Getting all your ideas together so you know every single thing you will be writing about paragraph by paragraph. It keeps you organized!!

You would need to spend the most time on the introduction because its where your readers know what you are talking about. If your introduction isn't clear, the rest of the writing wouldn't make sense to the reader.
