The answer is B. The student’s IRB should not approve this project because the prisoners are merely a population of convenience for the student.

EXPLANATION

An IRB stands for Institutional Review Board. IRB is known as the independent ethics committee (IEC), research ethics board (REB), or ethical review board (ERB). IRB basically is a committee that focuses on applying ethics in research by reviewing the methods that are proposed for research. They have to make sure that the methods that are used are ethical. IRB has the right to approve or reject research. They have to also monitor and review the researches that are involving humans.

IRB usually formed a risk-benefit analysis to decide whether the research is allowed to be conducted or not. The main purpose of IRB is to make sure that the steps that are taken to protect the rights and welfare of the participants in a study. IRB ensures that participants’ rights are taken care of and guarded.

A lot of countries had developed their own review board, either it is national, local, or even regional. The IRB in a country is very useful because it will help to conduct more ethical research in the future, especially fo the research that is concerning for international and national norms, codes, and regulations. Therefore, IRB is needed in every country to ensure participants’ right is well protected.

The correct answer is:  Not approve this project because the prisoners are merely a population of convenience for the student, despite the project seems to generate a risk considered no more than mininal.

One of the most important guidelines of IRB involving human subjetcs is: Safeguard the rights, safety, and well-being of all trial subjects. Special attention should be paid to trials that may include vulnerable subjects, such as pregnant women, children, prisoners, the elderly, or persons with diminished comprehension. These safeguards are found in 45 CFR 46, Subpart C. Subpart C applies to all research that includes any individual who is or becomes a prisoner while participating in a research study.

In this situation, the superintendent turned out to be a family friend. Despite his position, he would be allowed to do it so.
