It is always a function of the municipality to tax property. They know how property should be assessed. It would be a nightmare for the federal government to do it, and not much better for the state.

Think of the number of properties in your community. Mine has about 300 houses (population just over 700). So the province where I live has a population of 4.3 million. That would mean that the number of houses or other properties would be roughly 1/2 that number. (about 2.2 million). How would the provincial (state government) go about issuing statements on money owed on those properties?

Even at the municipal level, it's pretty hard. Just go to the municipal offices and ask how your mom and dad's property taxes are figured out. Be prepared to be bored. Only an accountant could like the answer.
