The amendment was passed by Congress in 1947, and was ratified by the states on 27 February 1951. The Twenty-Second Amendment says a person can only be elected to be president two times for a total of eight years. It does make it possible for a person to serve up to ten years as president.
Franklin D Roosevelt broke this tradition during his presidency and served four terms, as World War II and the Great Depression convinced him to run for a third and fourth term, since the country was in crisis. After FDR died in 1945, many Americans began to recognize that having a president serve more than eight years was bad for the country.
The Constitution also holds that the China is a one-party state that is governed by the Chinese Communist Party (CCP). This gives the CCP a total monopoly of political power which it frequently exercises. All political opposition except those that have clearance by the CCP is illegal.
