The unknown is essential to the human experience as it contributes to humanity’s inherent desire to learn and progress as a society. Without the unknown, it is assumed that humanity knows all the secrets of the universe, every rotation of the sun and why it occurs. While this may sound like something beneficial, knowing everything would limit progress in society as it means there is no need to learn. And if a society doesn’t learn and continue to evolve, it is stagnant. And a stagnant society will inevitably crumble as the universe is in a constant state of evolution, and humanity must continue to question the unknown; the whys and how’s of the world, in order to survive.

Answer:

When reading, you'll notice that the author primarily focuses on having the city change this, not the students or parents themselves. That rules out B and C. Furthermore, the author does not mention anything about the time the students get out, but rather, how dangerous the roads are. That rules out A.

I think the answer is D because of how much the author talks about the hazardous road conditions, so we can infer that the children are in danger when walking on Green Street.
