He was the governor of the Massachusetts Bay province from 1771 to 1774. He implemented the Stam Act as ordered by the British Crown, in which all the colonists had to pay a tax for every printed material such as a newspaper or any kind of printed document. People protested and Oliver and his property suffered from aggression. He wrote this letter to Benjamin Lynde, on March 6, 1770.

"Terrible as well as strange things have happened in this Town since my arrival Skirmish after Skirmish between the Inhabitants & the Soldiery with dangerous Wounds on both Sides, till at Length Monday Night exhibited an awful Scene, it is difficult to determine which were the Aggressors, but a Detachment from the main Guard fired upon the Populace by which five Persons were killed or have Since died of their Wounds."

Aurangzeb returned to religious orthodoxy and reestablished the Jizya, resulted in revolts of sikhs and hindus and ultimately led to the downfall of the empire.
