In ancient China, the perennial challenges of ruling a very large territory , keeping cohesion and unity were already present and due to technological limitations, they were even bigger than they are today. In the kingdoms of ancient China, the feudal local lords, rich and powerful, had the real political power despite any sworn loyalty to the kings. The Zhou kings were kings but they did not control the feudal lords effectively, they were politically weak.
The biggest problems was that the national government had no power to impose taxes. To avoid any perception of “taxation without representation,” the Articles of Confederation allowed only state governments to levy taxes. To pay for its expenses, the national government had to request money from the states.

On May 17, 1954, the U.S. Supreme Court issued its Brown v. Board of Education decision declaring segregated schools to be unconstitutional. After some issues, Arkansas would integrate the Little Rock Central high school in 1957 with the rest of the high schools and junior high schools to follow in 1960 through 1963. However, on Sept 4, 1957, the governor Orval Faubus had the Arkansas National Guard support segregation and prevent the 9 black students from entering the high school. On Sept 24, 1957 President Eisenhower ordered the 101st Airborne Division (without its black soldiers) to Little Rock. On that same day he federalized the Arkansas National Guard in order to take them out of the hands of Governor Faubus.</span>
