In 1868, the 14th Amendment to the Constitution gave Black people equal protection under the law. In 1870, the 15th Amendment granted Black American men the right to vote. Still, many white Americans, especially those in the South, were unhappy that people they’d once enslaved were now on a more-or-less equal playing field.

To marginalize Black people, keep them separate from white people and erase the progress they’d made during Reconstruction, “Jim Crow” laws were established in the South beginning in the late 19th century. Black people couldn’t use the same public facilities as white people, live in many of the same towns or go to the same schools. Interracial marriage was illegal, and most Black people couldn’t vote because they were unable to pass voter literacy tests.

Civil rights laws attempt to guarantee full and equal citizenship for people who have traditionally been discriminated against on the basis of some group characteristic. When the enforcement of civil rights is found by many to be inadequate, a civil rights movement may emerge in order to call for equal application of the laws without discrimination.

Unlike other rights concepts, such as human rights or natural rights, in which people acquire rights inherently, perhaps from God or nature, civil rights must be given and guaranteed by the power of the state. Therefore, they vary greatly over time, culture, and form of government and tend to follow societal trends that condone or abhor particular types of discrimination. For example, the civil rights of the lesbian, gay, bisexual, transgender, and queer (LGBTQ) community have only recently come to the forefront of political debate in some Western democracies.

Basically, Europe (Britain, Germany, Russia, France, etc.) was trying to divide up China among itself. America (since they now had the Philippines and could trade more in Asia) wanted to make sure they weren't locked out of trading with China. So the US kinda stepped into the discussion and said "I think that no matter what happens, let's not stop anyone from trading here. So even if Russia or Britain hates us at some point, that doesn't stop us from doing what we need to do."

What's funny is most of Europe went along with it. (except Russia because Russia don't care).
