During the creation of the proposal, an organization need the help of the office of budget and management for two different reasons:
- They need the involvement of the Office of Budget and Management to make sure that the organizations have enough capital to fund the plan that they have enough money/capital to fund the operations that is written under the proposal.
- To make sure that the operations listed in the proposal are realistic, Meaning that they know the technical procedure to actualize it along with making sure that all the operations are legal.
