The best and most secure strategy for avoiding ATM fees would be that you only use the ATMs which are under the control of your own bank. When you do that, you will not pay any fee. When you use ATMs from other banks, you will always pay a certain fee.

The correct answer is the following:  ATM fees were initially charged by banks in Las Vegas, to balance out the high amount of withdrawals and foreign exchange rate that the banks of the city were experiencing daily. The fees for domestic withdrawals are split between the bank and the ATM operator. If withdrawing internationally, the fees will increase.

In order to avoid  ATM fees, the best strategy is to only use those ATMs that are within your bank's network. If the card holder checks the debit card for an ATM network logo, he/she will know which ATMs are in the same network that his/her bank. Those ATMs will not charge the card holder extra fees for withdrawing or doing any transaction.
