Some governments are ashamed of writing down their own plans and for fear that people know they failed at doing something or are afraid people find out they committed an immoral act against the gov. Some people have been courageous and stood up. However, there names are not in the history books; they are in the minds, memories and writings of the people. Also, DNA testing, science and current historians know if a tale is true or false and can verify it or if not they do their best to find the truth which is a pearl that is always hidden somewhere.
