Congress prepares a federal budget each year for the next fiscal year. The federal government's fiscal year begins October 1 and extends for a calendar year through September 30 of the following year.

The process begins in the Executive Power the year before the budget enters into force:

  • Federal agencies design budget projects and present them to the Office of Administration and Budget of the White House (OMB).
  • OMB uses the agency's projects as it develops the President's budget proposal.

The President sends his budget proposal to Congress at the beginning of the following year after receiving the proposals from the agencies through OMB. Then the Congress, which is responsible for determining spending and acquiring debt by decree of the Constitution, begins its work
