This would be false because you are not coming up with the idea yourself. Since you are pulling it from the article, even though it's paraphrased, you still need to give credit where it is due. This is the rule you follow for all citations. Since you are not the person that has come up with the idea or whatever it is that you're discussing, you need to ensure you are properly citing sources so you aren't accused of plagiarism.
