Explanation:

Each state had only on representative to be represented in the congress regardless of size, Congress did not have any power to tax. Congress also was not given the power to regulate interstate and foreign commerce and trade. There was no executive branch to enact laws and no apex court to decide on the issue which is of national importance. State could only levy tariffs and collect taxes and it paved way for a weal central government.

During Shay' rebellion which was  a protest against the economic chaos that prevailed, the central government was unable to gather the military might because the articles of confederation did not prove it to be mandatory. This was the serious evidence of the weakness of central government.
